I’ve embroidered a lot, but never tulle. How about going to a fabric store and go to the trim section– You know where the stuff is on bolts. Find a type that has small figures, such as roses, daisies, hearts. Purchase the amount you think will do and cut off the figures you want. Either use fabric glue or a needle and thread and tack them to the tulle. Seems to me that this would be faster and look much better.
